Hwang-Cheol is a former warrior of the Northern Heavenly Sect. Self defense is the extent of his martial arts, and as such, he was the weakest warrior in the sect. However, he is unmatched in his devotion and loyalty towards the sect. Even after the dissolution of the sect, he remained loyal to the sect, and by extension, loyal to Jin Mu-Won.
